Symptoms
When attempting to delete beneficiary organization,
the following error occurs.
ERROR

You can't delete a parent record when child records exist. (BEN-990391)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Benefit Self Service.
2. Personal Details - Emergency and contacts.
3. Delete the Benefit organization.
