Symptoms

You may see the following error when attempting to create an OCM instance in a newly created compartment. 

The error message seen is "OCE-147: Cannot create Object Storage bucket in your compartment."

Changes

 This was reported in an Always Free cloud account when specifying a Starter Edition OCM license, however this may be seen in paid accounts.
