Unzip Archive In OCM Folder Fails If The Archive Has Files/Folders Whose Name Include Non UTF-8 Characters (Doc ID 2863411.1)

In Oracle Content Management (OCM) Folders, users can extract zip format archive file on the folder.
However, it will fail if the archive file includes files or folders whose name include non UTF-8 character (Chinese/Japanese/Korean characters, some symbols like "±", ...) with one of the following symptoms:

  1. The operation fails with error "Zip error : Unable to open zip file with UTF-8 character set."
  2. The operation succeeded but some folders/files name are garbled.
