Store Reopen Transactions are Not Exported From ReSA To RMS

Symptoms
Store transactions sent via RTLOG are not getting exported into RMS. (Store reopen done via UI is working and gets exported.)
Steps to Recreate:
1. Status in SA_TRAN_HEAD is P and update_datetime says it is 31st July.
2. NO transactions in SA_ERROR and SA_EXPORTED tables.
3. There are no records in SA_EXPORT_LOG for 31st July and 1st Aug.
