User cannot toggle "Enable Provisioning" control in Oracle Cloud Applications (Fusion) inside an IDCS admin console

Symptoms
An IDCS stripe admin user logs into the IDCS stripe admin console to carry out the instructions found here for configuring the ODA chatbot in a particular HCM application instance. Since they are an admin user for the IDCS stripe that connects the paired HCM and ODA instances in question they are able to see the "Oracle Cloud Applications (Fusion)" app, but when they click into that app and go to the Provisioning tab they see the "Enable Provisioning" toggle set to OFF and grayed out, and they cannot turn it on. The user sees a screen like this:
