SIOCS Outbound Messages Failing In MPS_STAGED_MESSAGE with "Error publishing RIB message" (Doc ID 2865599.1)

Goal

When receiving a few store-to-store transfers in SIOCS and trying to publish the same to RMS processing fails with error:
