Oracle Linux: Instance Getting TCP Zero Window Errors Under Heavy Traffic (Doc ID 2865716.1)

Symptoms

JCS instance running in OCI Linux VM throws TCP Zero Window for the TCP connections. This is resulting in the container closing the connection due to no data flow on the socket. TCP Zero Window condition lasts or 6 seconds and the VM recovers after that.

Tcpdump shows the following:
