Unable to Manually Run Reports Within One Specific (Sibling) Workspace, Getting Notification Error "Unable to Generate [Report Name] Report" (Doc ID 2865740.1)

Symptoms

Unable to manually Run Reports within one specific (sibling) Workspace and getting a generic notification message.

OTHER SYMPTOMS
----------------------------
Issue occurs after editing report filters and/or manually running report back-to-back multiple times (some reports are unable to be run manually).
Affected reports will run if all of the projects/templates in the workspace are filtered out and child workspaces are not included.
If a report references a baseline (has baseline columns) and the report baseline is set to original or supplemental, the report is unable to run.
