PGP private key file fails to upload into OIC - Invalid Private Key file - no signing key found (Doc ID 2865821.1)

When trying to upload a PGP private key into OIC ( OIC Home Page -> Settings -> Certificates -> Upload ), the upload fails with:

Invalid Private Key file - no signing key found
