Symptoms
On : 11.13.21.10.0 version, Data Load
When attempting to update an Assignment record by changing the Site Code and other Assignment DFF attribute values via the Worker HDL file. the following error occurs.

An error occurred. To review details of the error run the HCM Data Loader Error Analysis Report diagnostic test. Message details: JBO-FND:::FND_FLEX_SEG_VAL_NOT_IN_LIST: xxx is not in the list
STEPS

The issue can be reproduced at will with the following steps:
1. Attempt to load an Assignment update by changing the Site Code and other Assignment DFF attribute values via the Worker HDL
2. Encounter the error message above
