PerfDocUpdate.dat Not Transferring The Performance Goals (Doc ID 2866495.1)

Goal

PerfDocUpdate.dat is being used to transfer both performance goals and the performance documents to the new assignment of the employee. On executing the HDL,  it is seen that performance documents are getting transferred to the new HDL sucessfully ; but the performance goals are not transferring in multiple cases.
