Saving PGP Public Key File in Transmission Configuration UI Results in JBO-FND:::FND_CMN_FLE_ERR Error (Doc ID 2867244.1)

Symptoms

When importing new PGP key from bank and associating with Transmission Configuration, following error is displayed in UI:

''JBO-FND:::FND_CMN_FLE_ERR:

FND-11An error occurred with the file abc_public.key.
Contact your help desk.''

Tasks Completed:
1. Uploaded PGP key file abc_public.key. to UCM folder fin/payments/import
2. Opened Transmission Config and selected the key under 'PGP Public Encryption Key' lov.
3. Save
