When attempting to update Final Close,
the following error occurs:

An error occurred. Contact your help desk. (PAY-1635003)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Payroll Relationships page for a terminated employee,
2. Trying to update Final Close: edit and update the Final Close date from 31-Mar to 30-Apr.
3. Error occurs.
