Create Settlement Batch Fails With IBY_50314 IBY-825212 No Transactions Available Error (Doc ID 2867808.1)

On : version, Customer Payments (Receipts)

When attempting to Create Settlement Batches the following error occurs and no settlement file is generated:

IBY_50314: IBY-825212 - There are no transactions available to be included in the settlement batch.

The issue can be reproduced at will with the following steps:
1. Create a bank account receipt in Fusion Receivables
2. Run Automatic Receipt Remittance Batch
3. Navigate to Receivables-->Funds Capture and submit Create Settlement Batch job to process settlements and generate settlement file.
4. See the error and no settlement file is generated

The issue has the following business impact:
Due to this issue, users cannot create Settlement Batches
