Some Base Service Scripts are still using Script Engine 2.0 or below

We currently discovered a significant performance improvement on one of our CM scripts (~30%) after changing the Script Engine from 2.0 to 3.0.

After checking, some of the base scripts in our XXXX01 CCS environment are still using 2.0 instead of 3.0. Is there a particular reason why those base scripts are still in 2.0 and not in 3.0?
