Completed Goal Edit Option Not Work as Expected (Doc ID 2868387.1)

Goal

Setup of Completed Goal Edit Option:
Setup and maintenance > Go to offerings > Workforce Development: Opt In Features > Career Development > Completed Goal Edit Option: Reopen

After being above option enabled, user completed a development goal from Me > Career and Performance > Career Development.
But User found 'Edit' button still display for the goal completed. No Reopen button displayed.

What is the difference between the option value 'Reopen' and 'Always open'?
When does the Reopen button display?
