Fusion Global HR: Update Seniority Date Rule

Goal
On : 11.13.21.10.0 version, Global Human Resources
Seniority Rule to be modified. System is not allowing to edit or create a new rule. Need to know the process and impact to do these changes.
Seniority Rule need to be updated by including "Worker Type" Seniority Filters. Filter is in Disabled state and Edit Option is not available to make update.
When trying to create a New Rule (with the same configuration as the previous rule but with additional Worker Type filter), the following error is encountered:
"You can use the seniority code only once when you configure the seniority rules. (PER-1531983)"
When the user attempts to delete the existing Rule (so that they can create a new Rule), the following error is encountered:
"You cannot delete the seniority date rule because there are corresponding seniority date records based on this configuration. (PER-1531871)"
