Unable to change Line Manager

STEPS
-----------------------
Steps Followed in Classic UI:
1. Edit
2. Update
3. Action- Manager change
Then Error is coming.
Steps followed in Responsive UI(Change Manager quick action)
1. Search for employee and select
2. Fill in the needed details
3. In the manager section change the manager's name in the Line manager and notice error is coming.
