Processing Flattening Incremental flattening errored out with exception JBO-29000: Unexpected exception caught: java.sql.SQLException, msg=ORA-01403: no data found ORA-06512: at "FUSION.FND_TREE_UTILS_PVT", line 2305 ORA-06512: at line 1

The issue can be reproduced at will with the following steps:
1. Update the department tree
2. Run the Online Audit
3. Run Row Flattening for the department tree ends with error.
