PRC:SSP: Categories And/Or Items Not Displayed In Purchase Requisitions UI/ Category/ Search After Changing Language Preference

Shop by Category
Categories and/or Items are not displayed after the user switches between languages. For example, user signs in to English session, goes to Procurement > Purchase Requisition > Search, Categories and Items are displayed. Then same user goes to User Preferences, changes the language to Spanish, goes back to Procurement > Purchase Requisition > Search, Categories and Items that were displayed before, are no longer displayed
The same categories should be displayed to user despite of the language selection.
The issue can be reproduced at will with the following steps:
1. Sign on as user, Language Preference = English
2. Review Procurement > Purchase Requests > Shop by Category section
User sees categories, items
3. Change the Language Preference to Spanish
4. Review Procurement > Purchase Requests > Shop by Category section
User no longer sees, sees few categories and items.
