Symptoms

PBCS refers to Planning and Budgeting Cloud Service.

A user was added to IDCS Cloud Service (PBCS) but user cannot be seen in PBCS Access Control.

Expectation is that, once the user is added to PBCS app/group in IDCS, user should appear automatically at PBCS side.
