ACTUAL BEHAVIOR

When there is any incorrect item seq_no sent then there is no error thrown by the system.
EXPECTED BEHAVIOR

When there is any incorrect item seq_no sent the system should throw an error.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a customer order using MFCS FulfillOrder Service
2. Pass incorrect item line sequence number as part of MFCS FulfillOrder Service Cancel request
3. Observer that service call is successful but nothing updated in MFCS PO/CO
4. Expectation is that it should throw an error so that the invoking system(SCM/OIC/Supplier Portal) will correct the error and recall the service with the correct item line sequence number.
