Symptoms

When processing Paypal payments for permit in Public Sector Compliance & Resulations (PSCR), following error is thrown:

"Payment processing couldn't be initiated at this time. Try again later."


Steps To Reproduce
=============
Log into Public Sector Compliance & regulations-->Permits 
Select a permit and click on Pay
Select Paypal as the payment method
Get the reported error

Changes

Upgraded to 22B release.
Functionality was working in 22A
