Symptoms

On : 11.13.22.01.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
---------------
Services Are Missing From The Service Catalog
Unable to activate an integration in OIC.
When checking Developer Connect, the service is not listed even after doing the Synchronize.
When checking the getAllServiceEndPoints operation of the ServiceCatalogService, the response is also missing the service.

EXPECTED BEHAVIOR
-----------------------
Expecting all services to be listed in the service catalog.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. WSDL EndPoint:
/fscmService/ServiceCatalogService?WSDL

2. PAYLOAD:
<soapenv:Envelope xmlns:soapenv="http://schemas.xmlsoap.org/soap/envelope/" xmlns:typ="http://xmlns.oracle.com/oracle/apps/fnd/applcore/webservices/types/">
