APIP: Policy Rate Limit allows more entry than set (Doc ID 2869845.1)

Goal

We created a policy rate limit per gateway node of 10 requests per minute.
While testing we saw that it would still permit the entry of more that 10 requests in the one minute time interval.
Could you help us understand why?
