XitemSupCre Is Changing The Supplier Cost At SKU Level For An Existing ITEM_SUPPLIER (Doc ID 2870203.1)

Symptoms

When sending a XITEMSUPCRE for an existing SKU/SUPPLIER (ITEM_LEVEL = TRAN_LEVEL) the message is not failing in RIHA as it should since the Item/Supplier combination already exists, instead it's updating the item/supplier/country record namely the supplier cost that can only be changed in by a supplier cost change.

Steps to reproduce:

The issue can be reproduced at will with the following steps:
1. Search for an existing item with ITEM_LEVEL=TRAN_LEVEL.
2. Send XITEMSUPCRE message for existing item.
3. Receive response: Service request successfully published to the integration system.
4. Check in database, nothing was updated.
5. Check in RIHA, no error.
