PROBLEM STATEMENT

You are unable to find Pending Worker after Move to HR.

STEPS TO REPLICATE
-----------------------
The issue can be reproduced at will with the following steps:
1. Candidate was moved to HR with a terminated hiring manager.
2. Move to HR process correctly changed to "Error during Processing."
3. You went to Manage Job Offers, and processed "Add the Pending Worker" while correcting the fields.
4. You received notification that pending worker was approved, but cannot be found in Person Management or Pending Worker.
