APEX END USER Keeps Getting Prompted For Password Change

Symptoms
A new End-User created in APEX is not able to login with below behavior:
- When he tried to access the APEX Builder he gets a message saying he can only change their pwd there and keep repeating the same after changing it.
- When he tried to access an application that belong to another workspace he gets invalid credentials.
