On : 11.13.22.01.0 version, Manage Benefits
The Employee uploads a document and needs to choose a new plan option, the system considers the old document as approved.
Even when the employee uploads a new document, this does not get sent to the specialist to be approved, as it should.
Navigation: Me > Benefits > Pending Actions > Certification requirement > Upload document
For Benefit Admin, zero documents are pending approval for this same Employee
Navigation: Benefits Administration > Enrollment > People with Pending Actions, Select User > Documents Pending Approval = 0
