C1-BLACC Is Unable To Create Bill (Doc ID 2870567.1)

On: 21C version, Environment Related

C1-BLACC is unable to create the bill

We tried to run this batch by passing an Account ID but this batch was unable to create the bill for it and also for many similar Accounts.
The account that we passed was having many bills for the past few years, the latest bill being on 24-09-2021. But the bills after May 2021 were all canceled (Bill Status: Complete, BSEGs Status: Canceled After Completion).
When we tried to run this batch by passing 23-06-2021 as the batch business date the batch got completed but with an error. On checking the related To Do we found out that the error that it shows is "Bill date 2021-06-23 must not be earlier than the bill date 2021-09-24 of the latest completed bill".

Bill should have been generated like all the bills after May 2021 were canceled as mentioned above.

Is it expected behavior or Can you please suggest what way we can proceed?
