"There is a problem with your environment" Error With APEX Static Resources When Using CDN (Doc ID 2871422.1)

Symptoms

When accessing APEX instance, the following error occurs:

There is a problem with your environment because the Application Express files are not up-to-date! The files for version 21.1.0 have been loaded, but  21.1.2 is expected.
Please verify that you have copied the images directory to your application server as instructed in the Installation Guide.

This is just an example, it is not specific to these APEX 21.1.0 or 21.1.2 versions.

Steps to reproduce the issue:
1. Configure APEX virtual image directory to use CDN as described in the following documentation:
    https://blogs.oracle.com/apex/post/announcing-oracle-apex-static-resources-on-content-delivery-network
2. Test the APEX instance  --  It is working correclty
3. Apply an APEX patch  --  For example, the patch will upgrade APEX 21.1.0 to version 21.1.7
4. Test the APEX instance again  --  The error message: "There is a problem with your environment ..." starts showing up now.
