Error "This value must be negative or equal to 0" for a Currency Amount Field When Attempting to Submit a BP (Doc ID 2871531.1)

Symptoms

When attempting to submit Business Process (BP) records, a validation rule applied to a field causes the following error to occur.

This value must be negative or equal to 0.

 The issue can be reproduced at will with the following steps:

1. Open a Projects shell and navigate to Business Processes.
2. Fill all mandatory fields and observe that for some Currency type Data Element, which contains a formula, has a negative entry with more than four digits, e.g., -20000.
3. Attempt to Send or Submit the record.
4. Observe the reported error.
