Symptoms

Unable to add freight expenses if past the OTB date.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Modify the freight expenses for the approved PO and interface to MFCS.
2. Notice that it fails with "avax.ejb.EJBException: Exception while processing request: Error from {call RMSSUB_XORDER.CONSUME(?,?,?,?)}: [E] The OTB EOW date cannot be before today"
