Retired Assets Selected for Transfer

Symptoms
Retired Assets could be searched, selected and transferred from Transfer Assets UI.
Retired Assets should not be returned for action.
The issue can be reproduced at will with the following steps:
1. Tasks>Transfer Assets, Search Assets (those retired return)
2. Select Transfer Asset on retired asset and complete form and Submit
3. Check ESS jobs and find request in Error for retired assets
