How to give maximum discount when multiple mutually exclusive item discount promotions with the same priority are qualified?

Following is an example:

Promo 1: 50% 
Promo 2: $3 off when paying with visa card

Both promotions have the same priority.

Case 1: Pearl price is $7, the promotion 1 gives $3.5 discount and promotion 2 gives $3 discount. It should apply promotion 1 to get the maximum discount.

Case 2: Apple price is $5 / per pound, promotion 1 gives $2.5 discount and promotion 2 gives $3 discount. It seems we should apply promotion 2 if shopper pays with visa card.
