Unable to See Newly Created Service Request in HRHD Next Gen UI (Doc ID 2874004.1)

Symptoms

After some upgrade, you cannot see any newly created HRHD service requests in next gen UI

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Cloud App > select Help Desk Requests > My Help >  Create a new request  > Save & Close
2. Navigate to Help Desk > Service Request > Query newly created SR and SR is not found

If you run query against svc_service_requests table, the service request number exists.
