Symptoms

Noticed the below error when the users start the VM in the VBS from build executors.

Failed to provision compute VM for the build executor System Default OL8. Reason: (404, NotAuthorizedOrNotFound, false) Authorization failed or requested resource not found. (opc-request-id: 5661D2E377E24F018254EB8B4D3102F9/160F8F5D0EB1905E0499F3FA4F72EAD8/A813B15B30C258B90BF86D5FCF1889CE)
