Fusion HCM: Unable to Open FYI Notifications for Employment Related Transaction in 22A and 22B

Symptoms
Users are facing performance issues when trying to open an FYI notification for employment related transactions which also contain a manager change (eg: Promote, Local and Global Transfer, Change Assignment, Change Manager). Possible behavior:
- FYI notification is empty
- FYI notification is loading for a long time, then throwing an error (Gateway Timeout)
- Running the FYI notification report for the specific transaction directly in BI Publisher leads to the same result (running for a long time, then throwing an error)
This is only happening for FYI notifications when the following conditions are met:
- employment transaction contains a manager change
- seeded or recently customized EmploymentUpdateProcessesPostApproval data model is being used
