Symptoms

System enforces total start date to be updated to VDATE every time the total is edited.

Steps to reproduce:
===============
1. Create total and approve total on day 1
2. Day 2, place total in worksheet status, save and close
3. Note system errors out, requesting user to use a date that is > or equal to vdate
