Schema Name Not Showing As Data Source Option When Creating A New APEX Page

Symptoms
When creating a new APEX application page and selecting the "Table / View Owner" for the Data Source, a specific schema doesn't appear in the options list.
The schema is assigned to Workspace. This can be confirmed by accessing the APEX Instance Administration (The Workspace "Internal") and clicking on:
Manage Workspaces > Manage Workspace to Schema Assignments
