ORA-7445[pfrins()+196] During Apex Installation (Doc ID 2874964.1)

APEX has been installed and then un-installed. Now in a second intent to install it is showing the error.

Symptoms

We are facing ORA-07445 during apex installation.

ORA-07445: exception encountered: core dump [pfrins()+196] [SIGSEGV] [ADDR:0x28] [PC:0x540FF64] [Address not mapped to object] []

In incident trc file observed:

Changes

 APEX has been installed and then un-installed.

@In this case in particular it seems the clean-up was tried when ORDS was still open so apex_public_user was not cleaned and also the APEX on the PDB was local NOT Inherited, so it had to be manually cleaned.
