ASNOutToASNOutAT TAFR Adapter Going Down Due to Missing <bol_nbr> (Doc ID 2875040.1)

There are 2 issues here.

1) The first issue is a mandatory field <bol_nbr> missing from the ASNOut messages.
2) The second issue is induced by the first issue. After Tafr throws the exception, the message is put in Error Hospital. And an issue is discovered around adding the error to the original message. This is causing the rib message to fail syntactically and the tafr goes down.
