The Goal of the document is to answer the queries related to the Identity Cloud Service (IDCS) REST-API availability in OIC4SaaS.

If the IDCS license type for OIC4SaaS is 'Foundation', is it okay to use IDCS REST-API for user registration and acquisition of group information?
If REST-API cannot be used does IDCS user registration must be made all manually from the IDCS console or CSV import.
