Symptoms

When attempting to import an APEX application, getting an error similar to:
ORA-02291: integrity constraint (APEX_######.REGION_COL_LOV_FK) violated - parent key not found

Where "APEX_######" is your APEX schema. For example, If you are using APEX 22.1, then the APEX schema is APEX_220100.
