Goal

Users were able to insert records into LOC_LIST_DETAIL and LOC_LIST_CRITERIA tables using insert scripts successfully even when those locations are unavailable in STORE table.

For example:
Store XXX is unavailable in STORE table in MFCS, but users are able to insert 'XXX' as a location into LOC_LIST_DETAIL and LOC_LIST_CRITERIA tables and no error is thrown in Apex MFCS.
