Blank Space At Top of Fusion Screen With Error Message: Error 404--Not Found (Doc ID 2876341.1)

Symptoms

On all screens except the Home Page, a blank space is shown with the following error message:


This problem occurs on the landing page (/crmUI/faces/FuseOverview....) but does not occur on the home page (homepage /fscmUI/faces/FuseWelcome).  This  issue is only on the test environment and all users have this issue.

The issue can be reproduced with the following steps:

1. Log onto /crmUI/faces/FuseOverview as any user.
