Agents In Oracle Analytics Cloud Fail With Error: 5.7.139 Authentication unsuccessful (Doc ID 2876351.1)

Symptoms

Mail Settings are configured in the Oracle Analytics Cloud Console for an Office 365 Government GCC mail server.  For example:

                       SMTP Server: smtp.office365.us
                                      Port: 587
  Display Name of sender: Sent from OAC
E-mail address of sender: <name>@<domain>
                                                 [x] Authenticated
                           Username: <name>@<domain>
                            Password: <password>
         Connection Security: STARTTLS
                   TLS Certificate: Default Certificate

When an Agent is run to deliver content to an Email destination, the Agent fails with the following error:

[nQSError: 75005] Failed to send AUTH command. 5.7.139 Authentication unsuccessful, the request did not meet the criteria to be authenticated successfully.
