Fusion Global Payroll: Why do some Employees have a Payroll Relationship which is prefixed CAND-123 or -1 (Doc ID 2876779.1)

Symptoms

After Employees are hired via Oracle Recruiting Cloud Service, it is noted that the following payroll relationships are created.  For example:

select prd.payroll_relationship_number, prd.payroll_relationship_id, prt.relationship_type_name,  prd.person_id
from fusion.PAY_PAY_RELATIONSHIPS_dn prd, PAY_RELATIONSHIP_TYPES_TL prt
where prd.relationship_type_id=prt.relationship_type_id
and prd.person_id in (select person_id from fusion.per_all_people_f where person_number = '123456') and prt.language='US' order by prd.creation_date desc

gives the following:  

Payroll Relationships
PAYROLL_RELATIONSHIP_NUMBER PAYROLL_RELATIONSHIP_ID RELATIONSHIP_TYPE_NAME PERSON_ID
123456-1  300000044236328 Worker 300000038788859
123456 300000039095729 Pending Worker Standard 300000038788859
CAND-98765 300000039095599 Candidate Standard 300000038788859

The additional payroll relationship numbers can also be observed when creating a payroll object group, or when the employee navigates to Me --> Show More --> Payment Methods

 The employee was hired by Oracle Recruiting Cloud
