Problem Summary
Azure AD Federation with IAM user capabilities and credentials.

Problem Description
We're looking for a way to federate with Azure AD while making use of SAML 2.0 Authentication while retaining full user capabilities like fingerprints, API Keys, customer secrets a.s.o. . We have setup SCIM with Azure AD and also SAML2.0 with Azure AD but it seems that both worlds are not connected.

Users - once authenticated - cannot access their own user settings, creating secrets and keys.

Users are able to access the user provisioned by SCIM, are able to create a keys and secrets but then are ending with "not authorized" when trying to access OCI with those credentials.
