No Participants found to submit plan document for Compensation Plan via Create Plan Document Distribution Request.


STEPS
The issue is happening for only one user.
1. Navigator > Participant Assignments > Create Plan Document Distribution Request
    Business Unit = Demo BU
    Assignment Start Date = 1/1/22
    Assignment End Date = 12/31/22
2. Search and Select : Participants , filter on Compensation Plan = Demo Comp Plan 1
    ... no participant return in the search result
